No, vinegar, whether distilled or white vinegar, has not been shown to kill roaches. However, vinegar has been used as a cleaning method. Unfortunately, roaches can live a long time without food, so it is virtually impossible to starve roaches away. Cleanliness and good sanitation definitely help control populations and make the area inhospitable. However, it will not kill the cockroaches.
